The Local Government: Municipal Structures Act 117 of 1998 makes provision for the establishment of municipalities; establishes criteria for determining the category of municipality to be established in an area; defines the types of municipality that may be established within each category; makes provision for the division of functions and powers between categories; for the regulation of internal municipal systems, structures and office-bearers; and for appropriate electoral systems
